Giving people a grand to spend however they want? The only thing that is insurance for is a short term surge in discretionary spending (Hostess Twinkies and an X-box, anyone?). In protest, my family will use the money to help pay our health insurance premiums for the coming year living overseas. That'll show 'em! (Or not.)
